Van Hollen has announced that his office has obtained a judgment ordering the seller of attic insulation to Wisconsin homeowners to pay a total of $215,560.85 for violations of state consumer protection laws. On May 9, 2013, Congressman Jim Sensenbrenner (R-Wis.) introduced H.R. 1944, the Private Property Rights Protection Act, which would prevent the federal government or any authority of the federal government from using economic development as a justification for exercising its power of eminent domain. This bill would also discourage states and localities from abusing their eminent domain power by denying states or localities that commit such abuse all federal economic development funds for a period of two years. Ocwen Financial Corporation of Atlanta, Georgia, and its subsidiary, Ocwen Loan Servicing, have agreed to a $2.1 billion joint, state-federal settlement with Attorney General J.B. Van Hollen, 48 additional states and the District of Columbia, and the Consumer Financial Protection Bureau (CFPB). Wisconsin consumers are projected to receive more than $13 million in reductions on mortgage principal and direct cash payments from Ocwen.

Judiciary Committee Approves Bill to Protect Private Property Rights
The House Judiciary Committee today approved legislation by voice vote that prohibits state and local governments that receive federal economic development funds from using eminent domain to transfer private property from one private owner to another for the purpose of economic development, the Private Property Rights Protection Act (H.R. 1944). This legislation is in response to the 2005 Supreme Court decision in the case of Kelo v. City of New London, which gives local governments broad authority to seize private property under the guise of economic development just to generate tax revenue. The Private Property Rights Protection Act passed the House of Representatives in the 109th and 112th Congresses
